Could be possible the drivers are using the safer Hwy's to deliver the goods and then using 29 as a sort of short cut to get back home. Its easier for them to haul an empty load cause its a lot less weight and not as top heavy. If the LEO's in the area really wanted to do something they would band together and push for tighter restrictions. It can be done. Get the big rigs off the road.
