Looks like a missle launcher mounted on the roof of the passenger side...
That is an air chiller. Works in the desert, not so much in the humid mountains.

Where do you buy white-wall snow tires?
Those are "Port-a-Walls" and were popular in the 50's. They were white rubber rings you put in between the tire and rim, giving the look of white walls without the cost.
