Silver is NOT that visible but the Yella and 7 lights SHOULD make him easy to see....darn cagers
Seriously, police bikes get hit or pulled out on, with flashing lights and sirens...so thinking any thing else will make you seen is a bad idea.

im pretty sure most states it is illegal to have more then 4 lights on at a time
Actually there 10 lights going on in this picture. In the outermost Piaa light set you do see the larger set of lights yet there is a small light in each side. In addition to a modulating low beam.
To address teh "4" light limit, I have traveled all over the U.S. into Canada and Mexico with no trouble with any LEO"s
