Dan, it's because most of us are way smarter than most of them and our common sense restricts our instinctual urge to bang these turds repeatedly over the head with a very large frying pan... or whatever is handy at the time.
No need to clobber someone, an ice pick in the sidewalls of a couple of his tires will keep him off the Dragon, or any other road, for a while.
