two ways...
shady way: pull VIN from VW you score the engine and front brace from and attach it to the frame. register it as a beetle.
better way: go to hwy patrol office and have it registered as a custom vehicle. They will issue a custom VIN for you and rivet a plate to the frame. (Car must pass all DOT requirements)
also you gave to be upfront with your insurance that its a buggy... you cannot tell them its a 68 bug. If you get in a wreck they find out its a buggy not a bug you are screwed.
It used to be really easy and pain free process but since people started binging Nissan Skylines over they got more strict about it.
Nothing against the Skyline but the Greenies in Washington screwed it up for every one.
In Arizona, they don't care what it is... you can get a tag for your golf cart. A buggy like this would be pretty easy.
