You might think I'm kidding....but I really think that thing wrapped up in that black cover is the whip antenna thing you use for clearance when escorting high and wide loads on the freeway!
I believe what we have here is a Patriot Guard Rider leader. Note the blue and yellow stickering on the windshield, and that under the black cover is most likely a huge American flag. You can also make out the blue/yellow PGR flag rolled up on the light pole.
