Yes it is... but we got our own rules up in the gap hood. Apparently the Griswalds fell asleep in the Wally World parking lot.

I remember reading/hearing somewhere that if the tow vehicle does not have enough room for the occupants, it is legal to have occupants in the vehicle on the flatbed once the vehicle is secured to the towing vehicle. they must also have their seatbelts on.

Makes sense, and the truck cab had 3 people in it, so it was full.

It should be legal on flatbeds since you can ride in a campertruck.... but check this out:

also found this and seems to be the case for all but Cali:

the law also says that you can only have as many people in the vehicle as there are seatbelts for... Are there tow trucks which can carry more than 3 total people, yes, you have crew cabs which can carry up to 6 total people, but not every company buys one.
