Isn't untaxed (ag) diesel dyed red? Maybe TDOT needs to be notified of both the unsafe condition of the vehicle and his use of untaxed fuel.
*Note: I hate taxes and invasive government as much as anyone else, but with freedom comes responsibility. The driver has proven neither respectful nor conscientious of others.
