Being that it's black-and-white I'd say it's a U.S. police edition. Here in California the State Troopers use those. You can buy a used one here: http://www.ascycles.com/police_motors.aspx (but they usually have a LOT of miles)
Stock? Mmmmm... no. Note the low-profile crash bars in the front and the weird position of the upper aux lights (where police lights were before probably). This is definitely an ex-police moto. Made-for-cops RT's usually have tweaked engines that produce somewhat higher HP and upgraded electrical system (for all the extra equipment) among other modifications.
They should do well with the road kings. They can look cool when they run and they can call for help on the radio when they don't.
