I am just guessing but another reson for the chopper is a radio repeter for the patrol cars. So they can talk car to car on the dragon. It works like the in car camras to in NASCAR racing.
The TNHP patrols to save lives and gets tired of scraping bodies off the guard rails. My nephew is handicapped for life because of an accident on The Dragon and is now basically a ward of the state because of it.
