A'yup, in Europe palm-out V means peace while palm-in V is the same as the our middle finger flip-off.
Found that out the hard way on my first trip to Ireland!
Yeah, my woman is British. We would leave a group of friends, and I'd give the "Peace" or more so the "Up Yer Kilt" - of course, for me it was "Peace" or "Dueces, I'm out" or whatever. One day she asked why we always flip each other off upon leaving... I told her "Peace". She said it was more like "Bugger-Off"! ...was pretty funny.
