It's one of those automatic motorcycles -- http://www.cfmoto-us.com/html/Product_item_desc.aspx?m_name=CF250T-5 V5&from=p&classname=Motorcycle

At first I thought electric, but it has a fuel tank. Obv I can't see anything about the engine but it looks like a CVT, so... UltraScooter?

Hahaha, captcha is "manic" which I bet this bike entirely isn't. :)

CVT ? What kind of bike is that??

I figured the "gas" tank is merely cosmetic to give it more of a conventional look?

A friend of mine had the CFMOTO V3. The V3 looks a little more like a sport bike, but it has a CVT transmission in it. Not a bike to really tear up the streets with, its basically a 250 scooter made to look like a "real" bike. It would be a great gas saver though. I think my friend gets 80+ mpg.

CVT = continuously variable transmission. Front and/or rear drive pulleys change diameter to change gear ratio. Instead of having different "gears" it smoothly changes ratio depending on how much throttle you give it and how fast you're going.
