The baggie was open and wet when I found it, so for the record, the "items" were chucked down the hill to decompose in peace, and the baggie was disposed of properly.
Looks illegal, but a pic can't prove what's rolled-up in that baggie. Could be tobacco, or saw-dust. On the other hand, if five-oh pulled-up right then and it *is* nature's prozac, you are "in possession" for sure!
That said, don't you know any midnight tokers ya coulda given those doobs to?
