Does the license plate refer to it being some kind of electric powered thang?
I would guess it is either an old MG Midget, or a very early Honda 600 (?) roadster; with an after-market kit front end in either case.
I think that's a Berkeley (Berkley?). Brainchild of Laurie Bond, a Brit who is best known for three-wheeler cars like the light blue one that is always tortuing Mr. Bean in the Mr. Bean TV series and movie. The Berkely is cool, though, and yes, very similar to the S600 Honda's.
