I think the Dragon Skeeters were playing a trick.
I saw this last week when heading home from Fontana at about 5:30am; my headlights caught it up on the hillside from a couple of turns away and I was really confused! Good thing I was watching the lines instead of just the signs. :-)
I wonder if the Road Safety Audit Review will notice?

I noticed this for the first time on the first weekend of May and thought "what the heck is that doing up there?"
Although considering that I have seen two cars off the road on this corner, maybe it helps. . .
