It could be, but the pipes, fairing and seat are clearly not stock, and I don't think the frame is either. The tank and engine are circa late 60's Honda gear.
Not sure which Honda twin that is, but I'm digging the cafe racer treatment, with the solo seat, bikini fairing, and the low bars.
I agree with Jeff. The fairing looks like something you'd see on an old Ducati.
