OK so there are enough of us that ride out there every weekend to put a stop to most of this. If you see someone riding like this all you have to do is catch them at either end and "calmly" explain the situation to them. Most people are easily shamed into compliance. They may act like it's none of your business but they will make the effort if you say something.
This guy is clearly an idiot, but JamesD's right. We've got to go out of our way to talk to folks like this. Left to their own devices they will (1) kill someone, or (2) Bring the law down on us.
Why come to the gap to do this...that can be done in any town USA. Idiot!
